On Monday, December 31, 2018, Mayor Jerry Smith announced his appointment of
Joyce Stupegia to the DeKalb City Council. She will represent the 3rd Ward of the City of
DeKalb for the remainder of the term previously held by Michael Marquardt, who
resigned from office on December 6, 2018. That term is set to expire on May 13, 2019.
Ms. Stupegia currently serves as a Trustee on the DeKalb Police Pension Board and
brings with her many years of experience as an elected official in municipal government.
Prior to moving to DeKalb, Ms. Stupegia spent 18 years serving the Village of Villa Park
as a Village Trustee and Village President. She also served as President and Executive
Director for the Villa Park Chamber of Commerce for several years.
When speaking with Mayor Smith regarding the replacement, he said he wanted to select someone who had not signed up to run in the Third Ward in the April consolidated election, so as to not create an unfair advantage for any candidate. Mayor Smith also told DeKalb County Online that he was aware of the three candidates running in the Third Ward and wanted all three candidates to spend the time wisely in campaigning.
Ms. Stupegia’s appointment is contingent upon confirmation by the City Council on
January 14, 2019. Once her appointment is confirmed, Ms. Stupegia will immediately
take the Oath of Office and be seated on the City Council. She is expected to resign
from her position on the Police Pension Board while serving on the City Council.
Mayor Smith invites members of the media to meet Ms. Stupegia prior to her
confirmation at a press conference to be held on Wednesday, January 2, 2019, at 2 p.m. in City Hall – Council Chambers. [Note: Press Conference will be rescheduled due to an illness in Ms. Stupegia’s family.]

Ivan Krpan correct…. she has not filed any paperwork. Mayor Jerry Smith told me and I agree it would not be fair to the three candidates if one was selected over the others would make it unrealistic. Having reviewed the candidates, there is one good choice.
