The Obama factor. In the 2008 General Primary 40,505 ballots were cast in DeKalb County with a historic 73% voter turnout. The primary in Illinois was moved up to make the state more important early for the presidential elections.
There was a decrease of some 3,000 registered voters from 2008 to the 2010 General Primary. A huge drop-off occurred in voter turnout. In 2010 only 25% (14,021) of the registered voters in the county (56,012) cast their ballot.
Statistics suggest that the 2010 election numbers reflect a return to normal.
Voter turnout in the April 2007 Consolidated Election was 22%. In the 2006 General Primary turnout was 24%.
