In response to a FOIA request, DeKalb City Clerk Steve Kapitan, provided a 289-page document after some discussion (here and here). Much of that document (218 pages) was the DeKalb Public Library’s Building Program by Fred Schlipf which is available online.
The remaining 70 or so pages are mostly emails from Dee Coover (Library Director) and Rudy Espiritu (Asst. City Manager). While investigation of those emails continue they do lay out an intriguing timeline of behind the curtain discussions of the pending purchase of the DeKalb Clinic properties.
Portions of some of the emails were “redacted” (blacked-out) because the content was allegedly exempt from public disclosure under the FOIA act. Some of those redactions leave plenty for the imagination and might suggest another nickel of wasted tax dollars (for reproduction).
