A. Clinging To Vehicles: It shall be unlawful for any person on any street riding any bicycle, motorcycle, sled, skateboard or other vehicle to cling to or attach himself or his vehicle to any moving motor vehicle or wagon. (1999 Code § 17.03)
B. Operation On Roadways; Use Of Crosswalks Required: It shall be unlawful for any person upon roller skates, rollerblades, skateboards, a coaster, sled or other toy vehicle, to go upon any roadway other than at a crosswalk.
C. Prohibited Operation On Specific Streets:
1. It shall be unlawful for any person to ride a bicycle, skateboard, rollerblade or roller skate upon any sidewalk that is parallel or adjacent to Route 30 between Elm Street and Birch Street, or on Cedar Street between Route 30 and Alley A (George Cies Alley). (1999 Code § 15.03; amd. 2005 Code)
2. Any person violating this subsection C shall be fined not less than twenty five dollars ($25.00) nor more than one hundred dollars ($100.00) for each offense. Additionally, any juvenile who is found to be in violation of this subsection C may be issued a warning citation, and any bicycle, skateboard, rollerblades, or roller skates or other play vehicle utilized in the commission of the violation of this subsection C may be impounded by the village police department. Such item shall be released to the juvenile only when accompanied to the village police department by a parent or guardian who shall be presented at such time with a copy of this subsection C.
3. Any parent or guardian who knowingly allows a juvenile to utilize a bicycle, skateboard, rollerblades, roller skates or other such play vehicle in violation of this subsection C shall himself or herself be considered a violator of this subsection C and shall be fined, upon conviction thereof, not less than twenty five dollars ($25.00) nor more than one hundred dollars ($100.00) for each offense.
4. A presumption is hereby created that if a parent or guardian has been previously presented with a copy of this subsection C in relation to a first or second offense of a juvenile, that said parent or guardian knowingly allowed the juvenile to use the vehicle in a prohibited manner. ALL TERRAIN VEHICLES; OFF HIGHWAY MOTORCYCLES:No person may operate an all terrain vehicle or off highway motorcycle within the village limits. This section shall not prohibit the transport of such all terrain vehicle or off highway motorcycle by trailer or other means within or across the village limits to an area outside the village limits. (1999 Code § 17.07)
