Recently the DeKalb Police Department has received several complaints regarding solicitors. The City of DeKalb requires solicitors to register with the city and complete a background check. Solicitors are NOT associated with the City of DeKalb. If they state they are an affiliate of the city, they are falsely representing themselves.
Some complaints stated that solicitors were aggressive in nature. The solicitors advised they were agents of DeKalb, requested to observe current energy bills, and to be allowed into one’s residence. Be advised you do NOT have to allow anyone into your home and are NOT obligated to show solicitors your bills.
In the past, residents have fallen victim to ruse burglaries. In a ruse burglary a suspect will divert your attention, while another suspect steals items from your home. Ruse burglaries vary in nature. The DeKalb Police Department advises against allowing anyone unknown to you into your home.
If you question the validity of a solicitor or are met with aggressive tactics, please call the DeKalb Police immediately to report the incident. If possible obtain the solicitors name, company, general physical description and last direction of travel. In an effort to best serve the residents of DeKalb, the police department wants to identify all individuals involved in these types of complaints. If solicitors are found soliciting without a license they will be issued a city complaint which carries a minimum fine of $300.00.

Yeah this has to do with the companies trying to switch your energy supplier and getting aggressive. DPD said there are 2 licenses for these and no others on file for anyone to be soliciting.
