
University Village DeKalb, IL
DEKALB, Ill., March 31, 2017 /PRNewswire/ — On March 15, 2017, Security Properties recapitalized University Village, a three-phase 534-unit multifamily property in DeKalb, IL.
University Village is a garden-style community comprised of both townhouses and apartments, and is a mixture of project-based Section 8 housing as well as income restricted units at 60% of area median income. The property was originally developed in the 1970s and 80s utilizing various financing incentives offered by the U.S. Department of Housing and Urban Development and the Illinois Housing Development Authority. Two of the three phases also participated in the Low Income Housing Preservation and Resident Homeownership Act in 1995.
In June 2016, Security Properties received an allocation of 4% Low Income Housing Tax Credits, which facilitated the current recapitalization. That allocation was paired with an issuance of tax-exempt bonds by IHDA and 223(f) HUD-insured permanent financing sourced by Pillar Finance, a division of SunTrust Bank, with PNC Real Estate partnering with Security Properties as the tax credit equity investor. “The revitalization of University Village is a complex undertaking that combines the restructuring of numerous regulatory agreements, layering of multiple sources of financing, and renovation of an entire apartment community for current and future residents. The Security Properties team was unrelenting in pursuing everything needed to get this deal done,” said Peter Nichol, Managing Director within the Pillar Division of SunTrust Bank which provided the FHA-insured loan for the project.
This transaction will allow for a significant rehabilitation of the property, which will occur over the next 12 months. The rehabilitation will upgrade the unit kitchens and bathrooms, provide significant exterior and site improvements including modifications related to ADA accessibility, as well as an expansion of the existing community center to include a resident resource and activity area.
“The preservation of University Village is the centerpiece of this transaction,” states Bryon Gongaware, Managing Director of Affordable Housing at Security Properties. “Being able to substantially rehabilitate the property while preserving critical affordable housing for the long-term is a win for everyone involved. We are excited for the transformation at the property, which will be to the benefit of the residents and the community as a whole.”
Evergreen Real Estate Services, which assumed on-site property management in May 2016, will be instrumental in orchestrating operational efficiencies while effectively communicating with residents and the community.

So the are closing to remodel ?
I’ve been “relocated” to the local shelter, while I am a native of DeKalb and have lived here for the majority of my life. I did nothing but work, go to school and take care of my child but I got put out over a petty technicality. They are putting everyone out. I knew there was something fishy going on.
Yeah it’s called gentrification.. they trying to take all the quote on quote bad people outta dekalb because their going to build that executive suites on Lincoln highway

Easy…. a lot of good families reside here. Just the @ssholes that sneak with there side chick make this complex look bad. Dekalb says this is the projects….have you ever really seen or resided in the projects? Many families are very grateful to live here. Nice, quite and gang free.
Nobody out here knows what the “projects” look like.. I know I moved out here last year from the city and it was ruff living in the city.. considering me to be a ex gang member who change he’s who life around to make a better living out here and I succeeded ..

Oh hell yeah it would of.. especially the whole place is on private grounds.. they need to put gates around there.. that’s the main thing to add to keep unwanted out and the wanted in..

Yay improve housing for people I’m paying for. Absolutely ridiculous. Towns in general need to start ending section 8 and “low income” housing. Anyone who doesn’t see it brings some of the worst people. While all of us full rent paying people have a hard time finding affordable housing. I make to much for any low income housings but I don’t make enough to live comfortably anywhere else.

Low-income housing prevented me from being homeless while working. As my income increased so did the rent… that’s how it works if you don’t know.
I could care less how it works. Every affordable housing around here is low income. Because of this I have to spend 1/2 months pay just in rent it’s BS. If you stay temporarily that’s fine with me I know and have spoke to many who have been section 8 or low income for years which is insane.

I can’t help but laugh. How can anyone rehab the housing structures before they rehab the population? So I have to ask, where is all that money really going to go?
