Illinois’ adoption law will change next November to allow adopted adults born after 1945 to obtain copies of their original birth certificate listing the names of their birth parents. They must file a request for the certificate form with the Illinois Adoption Registry and Medical Information Exchange.
Birth parents of these adopted persons may still request that their name be kept confidential during their lifetime. However, they must file a Birth Parent Preference form with the Illinois Exchange prior to November 15, 2011. No one should be denied their heritage. I applaud Illinois for this action. Most of the children surrendered during the "Baby Scoop Era" where relinquished by girls who where young , scared, and shamed into giving up their children by their families, church and society. I would dare say that the majority don't even rermember where, when, and how it happened. They probably don't have any written record in their possession of the surrender. Having been one of those girls I know first hand how years of anguish and guilt affect your life. I have been fortunate to be reunited with my daughter but there are far too many mothers out there still wondering and waiting. If this legislation stops the "not knowing" for even one mother and child it has been well worth the effort.
