The City of DeKalb is pleased to announce the selection of Cathy Haley as Finance Director. Haley will begin serving in the position on Monday, August 4, 2014.
Assistant City Manager Rudy Espiritu has been serving as Interim Finance Director since early March, managing the daily operations of the Finance Department. The City had also hired GovTemps USA to assist with the implementation of the City’s Financial Responsibility Initiative. The specific focus was on assisting with review and revision to policies, procedures and aspects of the budget process.
Haley’s appointment will serve as the successful conclusion of a comprehensive and thorough search. Retired Finance Directors Stan Helgerson and Dave Richardson of GovTemps USA as well as the City’s senior management team assisted in the interview process.
“Cathy Haley was the top candidate from a diverse pool of candidates, from both the public and private sectors. Cathy has a strong municipal background, specializing in local government finance. She has the ability to hit the ground running and provide financial leadership on key issues facing the City. I am excited about the opportunity to work with a professional of Cathy’s magnitude,” said City Manager Anne Marie Gaura.
Haley is a graduate of Northern Illinois University with a Bachelor of Science, majoring in finance. She also has a Master of Business Administration (MBA) from the Keller Graduate School of Management, where she received the Kagan-Rollhaus Award. The award is presented annually to the MBA team that has developed the most outstanding business plan of the year.
Haley currently serves as the Finance Director for the Village of Carpentersville, a community of 37,691. Within the two year period of time serving the Village of Carpentersville, she has transformed the Finance Department, hiring key staff members while cross training employees to ensure continuous coverage. Haley has automated procedures and processes as well as adopting internal controls and updating financial policies.
Including her role with the Village of Carpentersville, Haley brings to the City of DeKalb over 20 years of municipal finance experience. She previously worked at the Village of Roselle for 10 years as the Assistant Finance Director and at the Village of West Dundee as Treasurer and Accountant for seven years.
Haley is looking forward to a successful transition to the DeKalb Finance Department noting, “I am excited about this wonderful opportunity to serve the City of DeKalb as the next Finance Director. I look forward to working with some long standing, existing staff to continue to further develop the Finance Department. I am a graduate of NIU and look forward to coming back to DeKalb, a City that continues to have a lot of charm. I bring over 20 years of municipal finance experience to the position and look forward to working with a great staff to build a stronger department for the City,” Haley added.

Ms. Haley’s preparation and experience in municipal finance gives her a strong foundation to lead the DeKalb finance team with fresh ideas for control and reporting.
