Here is a brief highlight of legislation recently acted upon by Governor Quinn.
HB 106 – Infant Safe Haven – Signed into Law – Expands the places where parents can legally relinquish newborn infants to include college or university police stations and any district headquarters of the Illinois State Police (ISP).
HB 170 – College Planning Act – Signed into Law– This legislation that I introduced will target low-income and potential first-generation college students while they are in middle school. Additional counseling and mentoring will promote more rigorous high school work, college applications and financial aid counseling.
HB179 – Library Treasurer Bonding – Signed into Law. This bill provides that, as an alternative to a personal bond on the treasurer of the library, the board may require the treasurer to secure an insurance policy or other insurance instrument with coverage for negligent or intentional acts and pay the cost of coverage from library funds.
HB 180 – Military Funeral Protesters – Signed into Law – This legislation pushes back funeral protesters an additional 100 feet for military funerals. Protesters must now observe a perimeter of 300 feet at military funerals.
HB 1353 – General Assembly Scholarship Restrictions – Amended to discontinue the program. This legislation that I introduced would have prohibited a scholarship nominee from being a relative of a member of the General Assembly. Governor Quinn amendatorily vetoed the bill to ban the scholarships altogether.
HB 1487 – Renewable Energy District – Signed into Law – This law creates the Renewable Energy Production District Act, which allows county boards to establish renewable energy districts or wind farm districts. Under the new law, such a district would receive approval through a voter referendum.
HB 3257 – Predatory Lending – Signed into Law – Another bill I introduced will help protect men and women in uniform from predatory lenders by capping interest rates on certain types of loans for active-duty Illinois service members and their families.
