After an in-depth interview process, the City of DeKalb has hired a new Assistant City Manager. Patty Hoppenstedt, Human Resources Director for the Village of Schaumburg, will start her tenure with the City on January 12. Hoppenstedt will replace Rudy Espiritu, former Assistant City Manager, who resigned from the City earlier this year.
“Patty is a strong leader with a collaborative management style,” said City Manager Anne Marie Gaura. “She will bring a lot of incredible public and private sector experience to the position.”
Hoppenstedt served as the Human Resources Director in Schaumburg for almost five years and was the Assistant Director of Human Resources for the previous three years. Prior to serving the Village of Schaumburg, Hoppenstedt worked in the private sector in the security services field in both management and human resources positions. Her experience includes tenures at the John Hancock Center, Northwestern Memorial Hospital and the Museum of Science and Industry.
“I’m grateful for this opportunity to take the next step in my career with the City of
DeKalb,” Hoppenstedt said. “I’m looking forward to learning how we can best meet the City’s goals and objectives.”
Hoppenstedt will join the senior management team in DeKalb and, among other responsibilities, will manage the City’s human resources functions, the City Manager’s Office staff and a variety of other projects.

Hoppenstedt has a Bachelor of Arts degree in political science and criminal justice from the University of Illinois at Chicago. She also has a Master of Business Administration degree with distinction from the Keller Graduate School of Management. Hoppenstedt has achieved the International Public Management Association (IPMA) certification as a human resources professional.
This year, Hoppenstedt was awarded the James Baird Leadership Award from the Illinois Public Employer Labor Relations Association. This award is given each year to a professional that has made significant achievements in the field of public sector labor and employee relations.
Additionally, Hoppenstedt’s efforts led to the Village of Schaumburg being awarded the International City/County Management Association Program Excellence Award for Strategic Leadership and Governance for its Talent Management Plan. This award recognizes innovative and successful local government programs.
Hoppenstedt has presented work at several conferences on topics such as compensation planning and talent management. She is a member of a number of professional organizations, including IPELRA, the International Public Management Association and the Society for Human Resource Management.
