Why are the interns getting paid anything?
All of the Administrative Assistant, Account Technician, Office Associate, etc. jobs pay about $20,000 more than what NIU pays for each position. NIU pays those jobs about $10,000 a year less than what they should and the City pays about $10,000 more than what they should–too bad the salaries come out of different piles of money so the huge wage differences will not be fixed.
The pension costs that may be transferred from the state are for teachers and would be put on the school districts. As far as I can tell, municipalities are already completely on the hook for pensions and OPEB for contracted employees.
Indeed, in the FY2011 CAFR the city specifically blames pension costs as a primary culprit for its ongoing money woes.

Kay, if the internship is one set up with the NIU Masters in Public Administration Graduate Program, then part of that cost is for a tuition waiver, and part is pay to the intern. At least, that was how it used to work, as I recall. When I interned at the City of Streator in 1999, I received the princely wage of $10 an hour, and I most definitely earned it. I also benefited from working with one of the best city managers in the country, Donald Crawford. He was the city manager here in DeKalb, back in the very early 1970s.
