Tonight (Tuesday, August 22) at 6:45 in the Education Center Board Room at 901 S. Fourth Street the District 428 Board will hear a special presentation from William Beitler of Channahon-based National Investigations Inc. to discuss the student residency verification services his firm offers.
The presentation is not an action item on the agenda.
National Investigations, Inc., a private investigative agency, has worked for several suburban school districts including District 215 that includes Thornton Fractional North, South and Central campuses and District 140 in Tinley Park and Orland Park. The firm also does work for Lincoln Way Community High School District 210, Summit Hill School District 161, Consolidated High School District 230 and Orland School District 135.
According to media reports, the firm researches families through a database to determine if the residency information submitted to the district is valid. If there’s a question of validity, then the firm investigates further through home visits.
Students who claim homelessness under the McKinney-Vento Act are allowed to remain at the school of their choice while declaring an unstable living situation.
An action item on tonight’s agenda:
The Board of Education is expected to approve a Settlement Agreement between DeKalb Community Unit School District #428 and Irongate Equities LLC (aka Shodeen Properties) related to road improvements (Wildflower/Pride Ave) that the district paid for as part of the construction of the high school in 2011. Shodeen will reimburse the district for 50% of the cost. After construction was completed, the total was calculated at $654,511.
Iron Gates developer, Shodeen, has requested that this amount be payable in three installments; $218,170 upon execution of the document, $218,170 due by January 15, 2018 and the final payment of $218,171 by June 15, 2018. Interest will accrue at 10% per annum on the unpaid balance commencing on July 14, 2017. Additionally, a Confession of Judgement clause is included in the agreement which provides the district with the opportunity to enter a judgement in the event the payments are not received
within 5 days of the due date.

What does this service cost?
In 2011 the cost was reported as $2 per student for database searches and $55 an hour for further investigation
DeKalb County Online Is there anyway to check out their History of this service? Might be better for them to go to a Sanctuary City, like Aurora.
From media accounts, they’ve worked with as many as 61 Illinois school districts. There’s not going to be a lot of specifics provided to the public on investigation results for privacy reasons. Generally, and again from media reports, it is often discovered that commuters who have jobs in a district will enroll their children and drop them off at school on the way to work.
Well Chicago Public Schools took an 8,000 student drop last school year. The kids had to have gone somewhere.
Ivan Krpan I think all schools are seeing decreasing enrollment., that is why SB31 is on Rauner’s Desk. SB31 is OKing Illinois to be a Sanctuary State. We are hoping he will veto it..
Rauner did veto it. An amendatory veto. The IL Senate voted to override the veto. There were not enough votes to override in the House so Madigan delayed the vote.

I don’t like the idea of this. Do they follow the children home? What if the child is in a divorced family? Are we going to remove children from school because the wrong parents information was used in verifying residence? Why do we need to continually pay people as “outside consultants” to do the jobs people are already hired to do?
