The DeKalb Police conducted compliance checks on approximately twenty-five individuals throughout the City of DeKalb. These compliance checks occurred between March 10 and March 14, 2015. All the individuals are registered either as sex offenders with the State of Illinois or are on Mandatory Supervised Release (parole) with the Illinois Department of Corrections. The Sycamore Police Department and Northern Illinois University Police Department assisted with the compliance checks. The purpose of the compliance checks is to verify that these individuals are complying with the terms of their registrations and/or release.
One individual registered as a sex offender was found to not have properly disclosed information required at his registration. The investigation into charges of Failing to Register as a Sex Offender is pending. Once the investigation is completed, charges will be reviewed with the DeKalb County State’s Attorney’s Office.
Four individuals on Mandatory Supervised Release (parole) were found to be in possession of small quantities of cannabis and / or controlled substances, or drug paraphernalia. The offenders face charges including Unlawful Possession of Controlled Substance, Unlawful Possession of Cannabis, and Unlawful Possession of Drug Paraphernalia.
During one of the compliance checks, a firearm was seized but that firearm did not belong to the paroled individual. The weapons offense continues to be investigated and charges are pending.
The DeKalb Police Department will continue to randomly conduct compliance checks to all individuals on Mandatory Supervised Release (parole) and registered sex offenders that reside within the city limits of DeKalb.

The weakest links in the registry system?
Offenders who are homeless are allowed to register, without an address. How can the police do checks on offenders if they can’t find them?
Offenders aren’t allowed near schools/parks? Baloney. I have seen offenders with their own children at school events before. I have seen them at public parks, where they aren’t supposed to be. Parades…. I could go on.
