DeKalb City Hall offices will be closed to the public until further notice.
Utility Billing: Customers are encouraged to pay their utility bill through one of several methods that do not require personal interaction. Utility bills can be paid through our online portal or by calling (855) 573-6009. Additional fees do apply to these transactions. You can avoid additional fees by mailing a check or money order to 164 E. Lincoln Highway, or by dropping payments in the City Hall drop box, which is located on S. Second Street. Customers can also sign up for our free Automatic Bank Withdrawal program. Please call (815) 748-2000 for further utility billing information.
Building Permits & Plan Review: The Community Development Department will continue to process requests for plan review and building permits. The City offers an online Plan Review The submission form for commercial purposes. Many of our Building Permit Applications are also available on our website. If you have questions regarding the submission of these forms, please call (815) 748-2070. Citizens wishing to obtain a permit or to process a payment in person may do so but will need to call (815) 748-2000 for authorization to enter the building. Staff will limit visitors to three at any given time. Masks are required.
Administrative Hearings: Administrative Hearings are scheduled for December 21, 2020, and December 28, 2020, at the DeKalb Police Department, 700 W. Lincoln Highway. Seating will be spread out for social distancing purposes and masks are required. For those not wishing to appear in person, call (815) 748-2093 to set up a telephonic hearing. Payments for ordinance violations and parking tickets can be made via the online portal. Additional fees do apply to online transactions. Public Meetings: City Council and Planning and Zoning Commission meetings will continue as scheduled. The City encourages community members to watch meetings on GATV Channel 14 or stream them live on the City’s website or YouTube. To encourage continued public participation, the City has created an Online Public Comment Submission Form. Other board, commission and committee meetings will be held on an as-needed basis only. Candidate Filing Period for the April 6, 2021, Consolidated Election: The filing period for candidates’ petitions for April 6, 2021, Consolidated Election is December 14 – December 21, 2020 (excluding December 19 and December 20). A section of City Hall will be open from 8:30 a.m. to 5:00 p.m. on those dates for candidate petition filing only. More information regarding the filing period will be provided shortly.
